I just now found <https://cygwin.com/ml/cygwin/2014-09/msg00327.html> where the same issue Greg had with importing numpy was encountered, and the solution was to put /usr/lib/lapack on the PATH. And I also just now discovered this essential bit of Cygwin Python/numpy lore is also documented in <http://sourceforge.net/p/plplot/wiki/Setup_cygwin>. I have now clarified that wording a bit. Nevertheless, Greg and I both could have saved several days tussling with this if we had remembered to read the relevant PLplot documentation.
