I have just (dd9f79e) bumped the minimum version of CMake from 3.2.2 to 3.2.3 for all platforms other than Linux and Cygwin (where the minimum version remains at 3.0.1). The motivation for this change has been given in the dd9f79e commit message. I recommend hose using the "MinGW Makefiles" generator and mingw32-make should pay especially close attention to that commit message and the references within it.
