One thing I noticed is that at
http://sourceforge.net/projects/plplot/files/plplot/

there is still, near the top of the page, the text and link:
"Looking for the latest version? Download plplot-5.9.9.tar.gz (13.8 MB)"

If the link is followed, one is then invited to download 
plplot-5.9.9.tar.gz.

Perhaps this will automatically self-correct, given time ...  or perhaps it 
calls for some human intervention ;-)
