[Plplot-general] CMake 2.4.3 now required for our CBS

Our CMake build system now requires cmake version 2.4.3.  That version was
just released today and is available at http://cmake.org/HTML/Download.html.
Build and install it following the directions at
http://cmake.org/HTML/Install.html.

I have decided to make this the minimum version requirement because of the
large number of bug fixes in this release, and because first impressions are
that no new bugs seem to have been introduced that affect the PLplot CBS (at
least it works for me).
