[Plplot-general] Some inconsistencies in between plframe and the tcl API

I've found that the routines plscmap0, plscmap1 and plscol0 all have API's 
defined in tclgen.c. That's fine and they seem to work, but in plframe there 
are also separate implementations in Cmd which seem to require different 
calling sequences. I'm assuming that these are left over from some previous 
incarnation. Incidentally, I've looked at the 5.0.2 source files to see if the 
problem still exists there. It does.

Any reason not to delete these from plframe's Cmd routine?
