Added -mieee to CXXFLAGS when neeeded. 

Setting the CXXFLAGS variable seems to be necessary for compiling the C++
examples on the Alpha architecture, even when the -mieee option is only
needed for compiling the libcsirocsa and libcsironn libraries.
