Correctly treat the case where one or two corners are encircled by the polygon
fill.  I gave up on this problem 9 years ago but it's actually not that bad.
A good test case: run "x16c -dev tk", zoom in on a smallish region, then start
panning around.  An incorrectly clipped region at one of the corners should
soon appear.  This change fixes most occurances of that.

Still todo: handle the encircling
