Reverting the dependency of $(HTML_MANIFEST) to $(STYLESHEET_HTML_IN)
instead of $(STYLESHEET_HTML), as agreed with Alan.  This is the "sloppy
style", but is done on purpose.  I am getting crazy with the needless
recompilations of the documentation each time I had to generate a Debian
package (which always launch configure).
