Add one more option, with_csa, to conditionaly compile the lib/csa directory.
This might be necessary if for certain OS/architectures there are runtime errors
due to NaN issues in this library -- a test must be written to detect the situation at configure time.
Add correct the CFLAGS to avoid the above described situation under alpha/OSF1.
