When setting the OCTAVE_OCT_DIR, use "localoctfiledir" instead "octfiledir".
This avoid a versioned directory and does not force the dependency of the
octave-plplot package on a specific version of Octave.  This is a tiny
change that will make a huge difference, since many Debian users could not
install/rebuild my packages.
