The sad but simple answer is: you can't easily.

This is one of the most annoying missing features, which will be fixed
in Plone 3.0.

If you only run sites from your Plone installation which need Monday as
the first day of week, you can change the underlying code to make this
happen.

Look in your instance home in the file
Products/CMFCalendar/CalendarTool.py and change the line:

calendar.setfirstweekday(6) #start day  Mon(0)-Sun(6)

to

calendar.setfirstweekday(0) #start day  Mon(0)-Sun(6)

You have to restart Zope afterwards.
