Well in your case, you need to translate the pages themselves (i.e. not the folders) as the switching between languages function that LinguaPlone provides needs to know which page it is related to. FYI when you create a translation of a page it creates a reference between the original (canonical) item and the translation and it uses this reference to determine which item to display when you click on the language flag.
