That would cause everyone to get mail for every ticket. But the German people are only interested in issues specific to the German translation (which might also be written in German) and the same is true for every other language. Getting a Russian mail for a bug in the Russian translation is only spam for me. The tracker was specifically requested by some people but hasn't seen much widespread use. It can stay as an opt-in for those translators who want an issue tracker (afaik most don't want to have one at all). What is more useful and should be the first information you see as a contact point is the list at http://plone.org/development/teams/i18n/existing-translations which points you to the translators for each language.
