[Pldoc-chat] Moving to a github/gitlab solution, for easier contribution

I find the threshold for contributing to the pldoc project to be quite
large -- sourceforge has nothing like the "fork & pull" model available at
git-based solutions such as github, gitlab or bitbucket.

Is there any interest in moving the respository to another platform that
provides such functionality, in order to increase the participation from
others?
