Dear All,
Please find below a link to the draft PLASTIC IVOA note that Thomas, 
Marco, Mark, Noel and I have prepared.

Although this is only a Note and so doesn't need to go through any 
formal review process, we thought it fair to give you the chance to 
comment on it before publication, if you wish. 

I intend to publish the Note in a week's time, provided too many changes 
aren't required.
