Hi All,
I'd like to propose that the above message take an optional string id 
argument, for the same reasons that we allow one for VOTables 
(applications might change the URL as they pass the file around, but 
they should not change the id).  If absent, the id will default to the 
URL.  As for VOTables, this id argument should be optional for backwards 
compatibility, but strongly recommended in new apps.
