I suppose that we stick with our decision that PLASTIC messages ought always to contain legal URLs, and all applications must be able to deal with them; however we might informally advise authors of non-java PLASTIC applications that they may have more luck communicating with (poorly-written) java ones if they are a bit flexible about the URLs they can accept.
