Discussion? Anyone? Sounds fine to me. Obviously a listener that was going to do something with such a message would need to be VOEvent-aware (contain a VOEvent message parser) well as PLASTIC-aware. Do you have particular applications in mind for this? I'm not really up on what's what in VOEvent.
