#12 0.9 doesn't Set Starttime

Have used for a long time. Just recently, I wanted to Set Starttime
and discovered it does not display any change at all.
Tried Reset Planning Data and everything else, but no change.
Then downloaded v0.8 and it worked fine (incideltally it retained my
data from 0.9 - well done!)
So, just a glitch in the upgrade I suppose.

start time either. I have Tungsten T3, if that matters.
