#4 install script doesn't install things right

On more recent versions of rhel/centos (since the script was written), the Read_Command_Line.pl include doesn't get place in the correct place (gets place in /).
Also, placing the script in /usr/local/bin may not be the best idea, since many times the place command will be run thru sudo, and sudo doesn't look there by default. Perhaps /usr/bin would be better (or at least a symlink)
