#18 Change ul/dl speeds at certain hours/days

I get better speed on my connection at night and in
weekends. It would be nice to be able to have some kind
of scheduler (no relation to the already existent
scheduler in ABC) so I could tell ABC for example: at
night (22-07) increase UL/DL caps to certain amounts,
or during weekend. This should be available both
globally and locally for each torrent. Kind of like the
current global/local limits, but to be able to change
the limits automatically according to times of day or
of week.

This is a good idea - i would use this...

I could also use a button on the tool bar to switch between
two (or more) states: 'High' and 'Low' or 'Limited'
and 'Unlmited' (Customizable pref.)

The ultimate tool would be a service running on the other
machines in the house that can send a signal to ABC when
anyone else is browsing or downloading to activate the
lower speed state...
