#200 Queue does NOT work properly

Hallo,
this is a REAL bug! And not a little one:
The Maximum Number of active Torrents is set to 1.

I queue some torrents, but ABC starts 4 Torrents. I
queue 3 active torrents, but after some seconds they
are working again!
If I pause them, ABC sets the next 3 torrents on
"working".
Of course, "Auto Start" is deactivated!

That bug just happens, when the setting "Consider torrents
active if they are: Downloading".
If this option is set to "Downloading and Seeding" the queue
works.

But of couse I do NOT count the seeds!
There are 4 downloads instead of 2 for example! The bottom
toolbar also says "4 / 1" and the re-queued downloads
restart anyway!

I have problems with queue too.

Whatever is the number set for active torrents it will
start more torrents than I have set.

This happens when I set that an active torrent is when
downloading and not seeding!! If I set that an active
torrent is when downloading or seeding the queue works ok!
