Hello list, I hope it is appropriate for a non-dev non-CPW to contribute an opinion here. I would vote for 'b' first, and then 'c'. Definitely not option 'a', as this feature should definitely be included in Gaim if possible. I expect many users run Gaim with the docklet enabled, and blinking on new activity is more or less standard behaviour across any kind of software with docklets / system try icons these days - people seem to expect it. People also tend to intuitively click on a blinking docklet icon, and would probably also expect it to provide some sort of meaningful reaction: I think focusing on the first conversation tab/window with an unread message should be the default reaction here. Displaying the Buddy List in this situation does not make sense. As a user, I'd certainly be disappointed if I noticed a blinking icon and then had to bring up my conversation window and select an unread tab manually, if I was used to clicking that icon as a shortcut in other software. In a situation where I might have several conversation windows open, being taken straight to the right one by clicking the docklet would be a very nice feature. The reason I voted for 'b' over 'c' is that WinGaim options (I hope WinGaim stuff is permitted here) allow blinking the taskbar item for a non focused conversation window when new messages come in, and being able to choose between that or the docklet blinking would be perhaps preferable to both for some users.
