#43 Allow to reject authorization requests per-account

The only account that I receive authorization request spam on is ICQ. I would prefer not to enable the auto-deny option on my other accounts, as it seems overly invasive. It would be great if this could be added as a sub-option of "use bot-sentry" on each account's advanced tab.

Currently because of the low support given to this api in pidgin I think it was a mistake for me to even offer this. I suggest leaving it at its default for now until a later version of Pidgin provides better support
