#72 changing permissions of agents

I either want to be able to have the listings of inactive
agents be viewable by all and editable by them or I want
to be able to have active agents that are only mortals
not be able to add a listing - which ever is easier to
accomplish.

Bottom line - I want only the admin to be able to add
new listings while still allowing agents to edit a listing
that the admin has inputted for and attributed to them.

This is a very good idea. I will get this added to the next
release. I don't know how well I can implement at this point
as the permission system will totally change in phpws with
the 0.9.4 release, but I will have some basic functionality
in this direction. Thanks for the feedback.
