Hmm seems to be strange, i tested one hour later and it works fine again ... I'am also using the 1.3.11 with default theme like yours and about 11.000 pages and a lot of traffic but it runs fine. I'am using it with a mysql backend. Did you looked at your memory and cpu of your server? It also can be a problem of your internet connection and the mtu size.
