The download archives (phpwiki-1.3.14.tar.bz2 and phpwiki-1.3.13p1.tar.bz2) are inconsistent with the CVS tags. In particular, the fix for bug #1713784 is not included in the download archives (but is tagged in CVS with: HEAD, release_1_3_13p1, release_1_3_14)
