Two patches in one.

1) Adds ability to add comments to a photo. I've set this at the
album level rather than individual photos as that seemed more likely.
Allows you to not allow anonymous comments too.

2) Adds ability to search photos.

Required adding two fields to database so I've updated the boost
code to and named it v1.3.0
