#50 Change Comments mod to support dateSettings

The attached patch changes the Comments module to show
dates in the same format as defined in conf/dateSettings.

Essentially, I took the viewDate function from announce
and added it to comments.

ps. there's some nasty html in threaded view but I've
not touched that other than fixing the date. It should
probably be stripped out to a template.
