configurator.php in INSTALL

Greetings.

	In INSTALL file is configurator.php script mentioned. I have recent
CVS version of phpWeather, but there is no file with that name. I think that
stuff was moved into config/ subdirectory.

Thanks - you're right about it being moved to config/ - I've fixed
INSTALL in CVS!
