First attempt on weather icons

Hi all!

Please check out my first (partial) attempt to iconize weather info.
It only does the sky cover and precipitation. Wind direction is to come 
next.

Please forgive my php-programming. I'm sure this can be done much better and 
more efficient, but I wanted to get the thing running first.

I can see that it is there now - great work! I looks *really* nice.
But the links to the code (images.inc) doesn't work.

That's also the approach I take when programming PHP - we can always
optimize the code later.
