New SourceForge project using phpWeather

Those of you looking for a more graphical representation of weather for
your php website may be interested in checking out
http://noahweather.sourceforge.net

I've just completed converting the METAR parsing portion of NOAH Weather
to using the phpWeather METAR parsing function. Much better than the one I
wrote.

NOAH Weather is still in it's first beta release but I think it's coming
along very nicely.

It looks very interesting, I'm sure that we can get some useful ideas
from your code since it's also PHP.
