I don't think so --- phpweather.sf.net is badly broken so you cannot
count on that to display anything :-(
You have to make sure that PhpWeather can connect to the Internet from
the webserver, this is the problem at SourceForge. You can test for
connectivity by making a PHP file with just
<?php include('http://sf.net/') ?>
in it.
