I've just committed the changes to data_retrieval.php,
defaults-dist.php, phpweather.php, pw_db_mysql.php, pw_db_null.php to
include TAF retrieval and parsing.
Just call weather->decode_taf() to retrieve and decode the TAF. No
pretty output yet...
Back-ends null and mysql have been updated, a new table 'tafs' is used.
I've added test2.php to output the decoded METAR and TAF for testing.
