Summary: PGSql needs fixing

Initial Comment:
The pw_db_pgsql isn't going to be working at the 
moment - it doesn't have any of the functions 
get_countries()
insert_stations()
create_tables()
lookup_icao()
get_icaos()

Do we have a PostGres person hiding anywhere?
