A comma in this position is known as a serial comma, often called "Harvard" or "Oxford" comma, and is only really appropriate where its omission makes a list confusing, eg if the final entry in a list contains an "and" itself. That's the classical approach, anyway. Truth is, in technical writing you'd often use a serial comma to avoid any possible ambiguity.
