It does! I've just modified the page so that the input is evaluated
on-the-fly - try it yourself:

  http://phpweather.sourceforge.net/phpweather/config/index.php

For example: the icao entry field will only accept a string of four
characters and the error-message is updated as you type.

I've tested it in Mozilla 0.9.9 - let me know how it goes with other
browsers.
