#20 register_globals and register_long_arrays are deprecated

I downloaded and tryed out PHP Weather today.

It's very nice and works fine... but i found that it
requires register_globals and register_long_arrays
activated in php.ini.

I'm not skilled in php but i know that these variables
are deprecated in latest versions of PHP (4.3.x and
5.x) so it should be implemented other ways for
manipulating env vars, as suggested in php.ini
documentation.
