#19 NOAA Warnings & Watches

I am interested in this and seeing if we can get it to
integrate somehow with NOAA in order to get weather
Warnings and Watches as the information becomes
available. I would like to see this then be able to send
emails or SMS messages to subscribers informing them of
such information.
