When exporting an appliance, it retains the ExtraDataItem phpvb/sso/owner, so if another user imports it, and enforceVMOwnership is true, they can't see or use the VM they just imported. Even if the VM they import does not have that ExtraDataItem, it can't be used by any non-admin users.

It seems like this would be best fixed by, when importing an appliance, overwriting the existing owner to be the active user.
