[Phpvideopro-developers] 4-state field commercials completed

Additionally to the counters field, I now completed the 4 state 
commercials field (Peter will love it :) Side-effect: language files 
need update :)

INSERT INTO lang VALUES('commercials','en','Commercials');
INSERT INTO lang VALUES('cut_off','en','cut off');

self explaining I hope :)

The update function is already updated, but not yet tested - so reports 
are welcome :-) If everything works fine, v0.2.1 will be released on Sunday.
