I think you chould keep it simple. Set a cookie for the visitors who change the language. Default look at their country of origin and set a cookie for that language. Toghether with the charset. There should be a button to switch to english instantly, cause not everybody in that country speaks / understand that language (in our country there are working a lot of english speaking persons).
