Yes indeed, remove all files from the "locale" directory (inside "class" or "include" depending on what version of phpslash you are talking about), leaving only the locale that you care (your language). Do the same for every directory inside templates making sure that you have a language directory that matches the one that you want to use, say "templates/fr" and have symlinks for "en" just in case "cd templates && ln -s fr en". That will take care of all translation issues and it will force all browsers to have whatever language you want your page to be.
