yes, after deleting the current one. no one need to modify this file ever, 
except for maybe adding where the .ini.php is... also, "error_reporting" 
should be set to "0" for realeases.

yes, in config-dist.php after moving to config.php, include a comment that 
config.ini.php doesn't exist...


summary:

mv config-dist.php to config.php and add comment when config.ini.php is not 
set or cannot be read/found.
