#151 extrans doesn't do the right thing

When Submitting a comment in extrans mode tags in
allowed tags are converted, tags that aren't are
stripped. eg
<blah>
goes away while
<p> foo </p>
is translated into the proper htmlentities and appears
correct (eg, the code is shown)
