actually there was I project started by sinedas to work with rtf templates and that file that you have found is just the source file, that I forgot to remove.
The main idea is that you create rtf document and add mark to it. Later you replace mark with your code. The problem is that word or other document processors add a lot additional tags to document and they can corrupt the mark. You have always check the document before. Of course this code is very green and was experimental.

I've seen in the samples that there is a Template_2000.rtf file, but I haven't found the example, nor the way to open and use it.

There is an experimental unfinished implementation of RtfTemplate. There are no plans to continuing RtfTemplate. You'll find the sources in the svn repository at http://phprtf.svn.sourceforge.net/viewvc/phprtf/phprtflite/rtftemplate/
You can find the sample file 'template_sample.php' at http://phprtf.svn.sourceforge.net/viewvc/phprtf/phprtflite/sources.
