Hello,
after installing phpPgAdmin 4.1.2 I got this error in the right (big) frame:

Warning: htmlspecialchars() [function.htmlspecialchars]: charset `US-ASCII' not supported, assuming iso-8859-1 in /var/www/phpPgAdmin-4.1/libraries/lib.inc.php on line 224

In the left frame I get a (Javascript?) error:
Error loading all_db.php? ,,,

4.1.0 works flawlessy with the same config.inc.php
