Initial Comment:
I usually do database design using phppgadmin,
but it seems hard if i have to change the column type.
Postgresql 7.3 seems doesn't support change column type :(
Can phppgadmin support this feature with tricky way...
for example using temporary table.

It really is very hard to do this - there are a LOT of things you 
have to worry about.  Way too many for us to worry about.  
You can always create a new column with the type you want, 
update the values in that column, drop the old column and 
rename the new.
