Initial Comment:
dear all

when I upload the file http://www.dbnet.ece.ntua.gr/~stefanak/dhmoi.sql
I get the error message "geometry contains no closed rings"
and it stops.

on the other hand, when I copy and paste the content of the sql file into the 
sql script window it is executed and the table is created.

and comment on this would be greatly appreciated!

Ok, I have been able to setu pa proper test environement and I am able to
reproduce your bug, but with a slightly difference:

dhmoi_utf8.sql:18: ERROR: parse error - invalid geometry
LINE 3:
...Asterousia','Αστερουσια','Asterousia','6303','GR','SRID=2100...
^
HINT: "...006E844D41000000A0CBB8224100000080758" <-- parse error at
position 27089 within geometry

And yes, I execute this file from psql or copying its content in the SQL
window.

I have a different error when executing your script on a PostgreSQL 8.4
server using our current PPA dev tree:

dhmoi_utf8.sql:11: ERROR: AddGeometryColumns() - invalid SRID
CONTEXT: SQL statement "SELECT AddGeometryColumn('', $1 , $2 , $3 , $4 ,
$5 , $6 )"
PL/pgSQL function "addgeometrycolumn" line 4 at SQL statement
