Initial Comment:
i had not found another solution so i decided to post what i did ...

there is a new Privileg with upper D and its not DELETE :p
I added it to the list in classes/database/Postgres82.php as
"D" => "UNKNOWN",
works for now :p

Unfortunatly, PPA 4.2 doesn't support officially PostgreSQL 8.4.

As we are currently focusing on releasing PPA 5.0, we will probably not
make another minor release of 4.2 branch.

For your information, the current PPA 5.0 tree fixed that already. You can
download a snapshot of it from our github repo:
  http://github.com/xzilla/phppgadmin
